[horde] Upgrade to Horde4, or stay with 3?

...this was always the case though, even when upgrading H3 versions.
Configuration options have been added/changed during the H3 line from
time to time, causing the need to re-evaluate the current configuration.
Not to mention that H4 has a boat load of new features, and it would
be benificial to a sysadmin to familiarize him/herself with the new
configuration - something that configuring a new H4 install will
provide.
