Horde should get / use the proper ports within the URLs if you set port to the port http var:

 $conf['server']['port'] = $_SERVER['SERVER_PORT'];

This even works for me on horde installations which are used from different networks on different ports (i.e. intranet and from internet per port forwarding) and even if you use different (i.e. higher) ports on your firewall then on your server.
