I logged off as root and did a pear config-show. I then made note of all of those settings (which were the proper ones) and then logged back in as root and did a 'pear config-set xxxx xxxx' to set all of them.
Now the test.php file is working.. so getting that much closer.
Appreciate everyone's help with this. Just amazing how many things can potentially go wrong with the install.
