Then you were extremely lucky.  32M *never* worked for me in Horde 3.   
Sending a 1MB message that required base64 encoding would often take  
30-40MB (mainly due to issues with PHP's native base64 encoding,  
inefficiencies in the pHP imap module, duplication of memory by the DB  
library, duplication of memory by the Mail library).

So it's a portal issue.  Try disabling the sidebar menu.
