Do you have the different types assigned to the different queues? See  
the Queue/type matrix.

Unfortunately not.

Assign the types to the queue (see above).

There are no queue managers, but you can add whups admins, and add  
per-queue permissions like for assigning tickets etc. This is done via  
the permissions interface.

Priorities and states are tied to the type, so you can always only  
select those that match the current ticket type. There is no need to  
somehow manually "reduce" them.
