Horde_Editor[_Ckeditor] is not a PEAR packaging of ckeditor.  It is a  
version of ckeditor distributed in order to work with the semantics  
defined by Horde_Editor.  Completely different.

You can't just go start switching out versions of ckeditor based on  
nothing more than "they are named the same".
That would be no different that using a "global" OS version of jQuery,  
for example.
