This makes no sense at all. What are the exact steps you took? You can start

- log out from horde
- pear uninstall horde/whups
- remove all tables starting with 'whups_' from your database
- remove whups directory and everything below it (just to be sure)
- pear install horde/whups
- log in as admin and go to the administration page
- there should be two items missing for whups, the database and the  
configuration
- create the tables in the database and then run the whups configuration

If the above doesn't work, I agree with Michael that there must be  
something wrong in your include path and/or the pear configuration.
