[horde] New install using Git and composer

I have added the missing dependencies to my composer repo at
https://horde-satis.maintaina.com/
and also fixed some issues with the horde-installer-plugin running under
composer 2.0
and changed the dependency lines in passwd, image, base, core and wicked.

It installs under composer 2.0 now and it's much, much faster.

Give it a few days to iron out the rough edges.
