[i18n] Solaris 8 + local

The Makefile works on Solaris only if you have the Solaris gettext
installed, not with the GNU gettext.

You have several options now: 
Install the Solaris gettext package, 
compile the translations manually or 
upgrade GNU gettext to the latest version from CVS and use translation.php
(http://cvs.horde.org/co.php/horde/po/translation.php) to compile your
translations.
