Nope. Here's a legal group of addresses in a To: header:

To: my-quilting-buddies: foo@hotmail.com, quilts@yahoo.com; rich@bob.ca

which sends mail to the three addresses there, and notes for the
recipient that "foo@hotmail.com" and "quilts@yahoo.com" are a group
called "my-quilting-buddies". 

Of course, your particular site might find that useless, and might
find a Javascript routine to change semicolons to commas useful. In
that case, it'd be a good idea for you to write that; but since it's
something useful to you locally that breaks existing standards, it'd
be a bad idea to include it in out-of-the-box IMP.
