[imp] ampersand in folder names?

Just because UW allows it doesn't mean that it's correct. IMAP folder names
should be encoded according to a modified UTF-7 encoding (sorry, don't have the
rfc number handy right now), and & is a special character in that encoding. So
all clients must encode mailbox names, and while if you create a folder with
a '&' in it manually, or through a client that doesn't properly encode names,
it will show up in UW, it won't work with clients that speak IMAP properly.
