include_path points to pear, but pear_files are not included

hiya,
i'm experiencing quite a strange problem with the include_path and the
already famous pear_files. though the include_path within my /etc/php.ini
points to /usr/share/php which contains all of the actual pear directory,
none of the files within pear seem to be loaded, as the horde testpage shows
missing files: http://matrix.suit.at/horde/test.php and the imp login cant
be loaded: http://mail.suit.at
this is the section in my php.ini file:

i almost spent two days now reading mailinglist archives, manuals and faqs
and i think i did everything the right way. maybe it has something to do
with my php4 compilation: http://matrix.suit.at/info.php4 , or i simply cant
see the wood because of all that trees around... :))
some information about my system: redhat 7.0, 2.2.18, php4: latest
cvs-version, horde: latest cvs-version, imp: latest cvs-version.
