Did you configure preferences to use SQL? If so, did you create the horde_prefs 
table? (horde/scripts/db/prefs.sql). horde/docs/INSTALL also has some 
information.

If you're using IE and have stylesheet caching turned on, you'll need to either 
turn it off or clear your browser cache to get the new style sheet.
