It looks correct, but, there are some problems.

Ok, do this steps:
 - Write full path to imapd in /etc/inetd.conf, may be inetd can't locate
   imapd?
 - Check imap permissions.
 - Give "HUP" to inetd.

If this does not help, look your logs, and send messages about errors, I can
not imagen what's wrong.

I also recommend you to install tcpserver, it's more configurable and easer
for administrator.
