[imp] IMP 2.2.5: some problems

And it is in fact, defaulting to /var/tmp.  There are two problems with
this.  1. I have set this variable in the php.ini ( I need to check some
more on why this is.  I suspect that it is picking up an old php.ini file
that is still sitting around. )

But why is this causing safe_file to choke? The default return value is
/var/tmp, which is what is currently being used?  I will work on testing
this some more.
