removing folders preference?

As the value that users can enter in the folders field either at login time 
or in their options strongly depends on the server used and is irritating 
for most of the end users, I propose removing this value from the 
preferences compeletely, leaving it in servers.php and adding an additional 
$conf['server']['change_folders'] entry in conf.php, similar to the other 
serve/change_* values.
