Read the php documentation on how to add environment variables to the safe 
mode list and add LANG and LANGUAGE.

Additionally comment out line 29 in horde/lib/base.php.

Please note that safe mode is not officially supported by Horde, so you'll 
have to dig a little bit yourself to make it work.
