[imp] Compose attachment check

In the earlier versions of IMP (2.1) when you would have browsed to an 
attachment but forgot to click the attach button, the send message would 
complain to you that you need to click attach.

In version 3.1 this does not appear to be the case.

The code in 2.1 reads as follows:
onClick="attachmentAction.value = 'add';return attachment_check
(document.compose);"

Does this exist in version 3.1? Am I missing some option or configuration to 
turn this on?
