[imp] garbage in the compose window

Fabien:

The theme is the "Light-Blue Theme" (http://www.horde.org/themes/ispman-
theme.zip). I backed up my horde/config/html.php before installing. I restored 
the pre-theme html.php, but that didn't help. I backed out to the html.php 
included with the distribution, but that still did not help.

I also tested from my Linux workstation at work with Mozilla 0.9.9 and Netscape 
4.79. The problem is worse on both of these browsers, even causing Netscape to 
crash when opening the compose window. I also tested with Opera 6.05 on 
Windows; it exhbits similar behavior to Internet Explorer.
