See horde/po/README and/or the FAQ at http://www.horde.org/faq/admin/
for details.  Could be locale support isn't installed, or the language
locales aren't installed, or the Horde locale files need to be recompiled,
etc.  Lots of possibilities, most of which are covered in the FAQ and/or
the README file.
