Yes, probably (unless they are doing something non-standard). But I see
no need unless you really want a more current version (Horde is now at
2.2.1, IMP is still at 3.1 but 3.2 should be out real soon now).

Maybe you can get featureprice to create the needed databases for you as
empty databases, giving you permission?
If you can't get the database, or ldap, running, you won't get very far
on the path you want. While most applications will work without a
database, they are more or less useless without them (a calendar in which
you can't store events, an address book which can only query public
directories and you can't have your own address books, notes that can't
be saved between sessions, etc).
