I just found the admin faq:

I had clicked on the FAQ link on the horde.org site, but didn't notice 
that there was a choice of user vs. admin faqs [and when one clicks on the 
'faq' link, it defaults to the user faq]. 

Am reading the admin faq now and feelin' pretty stupid...
