I have seen similar behavior on my system after upgrading.  I upgraded
everything at once, so I can't say whether it was only the Horde upgrade
that did it.

There was another thread recently concerning performance.  One of the
suggestions mentioned was to install the mcrypt php module.  I haven't
tried this yet, but I'd be curious if it makes a difference.
