this is probably way-off.

I've had this problem which I cured by re-installing ingo from fresh but
leaving the DB alone. I haven't gone back to check why this works but
someone with more time to do so may find the answer, I suspect something to
do the configuration files, since all other files should, in theory, have
been in sync with CVS.
