[imp] imp attachment send error

Horde 2.2.3
Imp 3.2.3(also happens in 3.2.2)
VFS enabled on horde

Redhat 8.0 - frequent up2date's
imap-2001a-15
/etc/php.ini: upload_max_filesize = 2M
/etc/httpd/conf.d/php.conf: LimitRequestBody 50000000

In imp if I try to send a file >1M I get this error in the maillog file and imp
just returns a white screen.  ie..I attached a 1.2M attachment and imp added
the attachment successfully with confirmation.  When I click send however I get
the following behavior.

note that a <=1M attachment will send successfully.
