[imp] Language again

I had the same problem, the only way I solved it was changing a line of
code in a php.

File name: 	horde/lib/Lang.PHP
Lines:
		--setlocale(LC_ALL, $lang);
		++setlocale( LC_MESSAGES, 'en_US' );

Perhaps this is not the correct solution, but it worked. Maybe I have
some configuration error involved in this.

I readed all documentation, checked code, look faq and check cvs BUT
I've 
always a problem with the language.

Same if I select french in the login page, same if my default language
is 
fr_FR, same if my language Option in my browser are only fr-ca, when I
log 
inside IMP, all the text are in english. I deleted all my cookies, the
test is 
always in english.
