If you authenticate through imp, then the authentication is done by the IMAP
server. IMP just sends the user and pass you enter and the server sais "okay"
or "failed".

If you want to create IMAP users on the IMAP server you have to do it there.

As soon as the users exist there, you can use IMP to log in.
