[imp] non-CVS version of IMP. Want to use fetchmail scripts.

It's going to take a *lot* more than just copying fechmail.php from HEAD.  The
codebase is completely different between the two versions, so you would
probably end up completely rewriting fetchmail.php just to get it to work with
IMP 3.x.  Not to mention that fetchmail requires a bunch of code in many
different files in HEAD - you are going to have to go through a lot of code to
try to backport it, if it is even possible (I can't remember if the fetchmail
stuff uses features only available in HEAD or not).
