[imp] Problems with attachments size

I increased the size of attachments in the php.ini and httpd.conf, but
now when I try to send a message with an attached file up to 1 Mb,
appears the error: "The document contained no data. Try again later or
contact the server`s administrator".

I`m the server`s administrator. What`s the problem? Can someone help me?
