[imp] Language default

Hello,

im trying to install horde + imp in a linux box. The problem is when i
try to put the pt_BR as default language. I change the arqs:
/horde/config/lang.php, /horde/config/prefs.php and
/imp/config/prefs.php, changing the default to pt_BR. But when a user
visit the page, sometimes it are in en_US and sometimes pt_BR. How can i
fix this?

OBS: i already have the locales instaled
My system is:

Debian (Sarge)
Kernel 2.4.25
Horde 2.2.5
IMP 3.2.5
