This is the same problem I had, except with fullname.  Further, if the 
user had
not logged in yet and no value was set, and that preference was queried by
another user, no result was returned (i.e. building a CN component to 
Free/Busy
info, which is based on fullname).  I had to unlock the preference to get the
hook value to be saved.  The consequence of that is it's now accessible as a
preference, but thats better than having no value set at all.  As Jan said, it
should work, but I haven't had time to track down exactly why it isn't.
