Yes, BUT if you had configured a preferences
database backend, all users (administrators
or normal users) would have a menu item
called Options. It is in Options that users
set their personal display preferences. This
has nothing to do with the Administration menu.
Sort options are not specified there.

Until you as the administrator have correctly
configured your installation to have a
preferences backend, you will not see the
Options menu and your users will not be
able to set a default sort order.

You are confusing the Administration menu
with the Options menu.

You need to setup both before your users can use
it.
