This is the proper behavior.

Drafts != Templates. There is an open ticket (or at least it is on my
TODO list) to implement a Templates mailbox instead - this will
replace the current templates preferences.
Edit as new will *not* copy the To, CC, Bcc, and Subject. This is
intended behavior.

This is the kind of thing you should look at docs/CHANGES for. Sure
enough, for v5.0-ALPHA1:
[mms] Add auto-save draft to IMP (Request #7656).
