[imp] Removing "whitelist" and "blacklist" menu items

Horde 5.1.5, Imp 6.1.6, Ingo 3.1.3

     We use the prefs backend for filters.
     We would like to remove the "Whitelist" and "Blacklist" menu  
items from the Imp and the filter screen. I've follows the suggestions  
listed here

     but making the changes listed doesn't make any difference in the display.
     Can someone possibly give me a hint?
