Yes; see the idea that Jan posted yesterday (either here or on the dev
list, I can't remember).  I think we ought to change the Rules page so
that there are symbolic representatives of "blacklist" "whitelist" and
"vacation" that can be moved up and down.  That's a good idea.

(Another approach I've thought of would be a config. file array that has
"blacklist" "whitelist" "rules" and "vacation" in it, and we process in
the order given.  Probably a little simpler to code.)
