In the preferences, there is a section for shared calendars. If you are
not seeing it, then you don't have a new enough version, or forgot to update
(or incorrectly updated) your kronolith/config/prefs.php file.

In that preferences menu, you can "edit your calendars" which includes
creating, deleting, and specifying type (private or shared).  If you 
mark one as shared, there will suddenly appear a "members" button you
can use to give access/permissions to users.  What a "user" is depends
on your Horde AUTH setup...

Until you create a shared folder you won't see anything.  Once you create
a shared calendar the button will appear.
