Make sure you have categories set up. I didn't.
Assuming you are using mysql, ook in horde/config/conf.php for
$conf['category']['driver'] = 'sql';

(maybe something should be added to the comments right above that line?)
Also, make sure you have ran horde/scripts/db/category_mysql.sql against
your database.

I can now make my calendar shared and add access for a user. I haven't
actually tested as that user, but I'm itching to get out for this 4 day
weekend. :)
