[sork] New release of passwd module

I've just cut a new release of the passwd module.  Release 2.1 contains
the following major changes:

* Driver based system, allowing for different password backends.  Currently
  supports poppassd, ldap, smbpasswd, mdaemon, servuftp, and sql.
* Javascript checking of form input.
* Simple password checks (length, strength, etc).
* Additional locale files.
* Some general minor cleanup and bug fixes.

This now joins yesterdays release of accounts 2.0.1, forwards 2.1, and
vacation 2.1 to make a complete sork upgrade.

All changes should all be backwards compatible to Horde 2.0 and 2.1 release
versions.
