For me this is working really well. Make sure you are using 'charset' => 'utf-
8' in turba/config/sources.php and $nls['conf']['enable_utf'] = true; in 
horde/config/nls.php
I can add/edit/delete "äüöß" and so on to my ldap directory

or did i misunderstood the question.
