[ansel] gallery creation: Permission names must be non-empty

No problem, here is the version line from that one:

* $Horde: framework/Perms/Perms.php,v 1.102 2008/04/15 04:32:01 chuck Exp $

and pear outputs:

horde/Horde_Perms          0.0.2  0.0.2 Horde Permissions System

I have updated this in the same fashion, just cvs updating the  
framework directory, and then running install-packages.php each time.
